  3. Kemi – Kemi is located in Northern Finland. It is well-known because of its sauna culture and the Kemi Thermal Power Station.
  4. Joensuu: Joensuu in Finland is another worth-seeing place. Here you can find old churches, castles and wooden houses.
  5. Oulu- Oulu lies in Southern Finland. Here you can go shopping in markets and buy souvenirs. You can also take part in outdoor activities such as horse riding or skiing.

There is no definitive answer to this question, as locations worldwide experience some form of snowfall all year long. Greenland and Antarctica are the top three places where it occurs. The Best Places in America to Ice Skate During Winter

Lake Placid (New York); Saratoga Springs (New York); Burlington, Vermont; Lake Tahoe (California); and many more are the best places to ice ski in the USA. Some of these locations can be considered world-class resorts; others are great spots to ice ski without having to pay anything.
